HERS and ECC Rating refer to the same California Title 24 verification program. The California Energy Commission renamed “HERS” (Home Energy Rating System) to “ECC” (Energy Code Compliance) to avoid confusion with the federal RESNET HERS Index, which is a different national rating. Most homeowners and contractors still say “HERS.” We do both — they are the same service.
Title 24, Part 6 of the California Code of Regulations is the state's Building Energy Efficiency Standards — the minimum energy-performance rules for new construction, additions, and alterations. The California Energy Commission (CEC) updates the code on a three-year cycle.
For most projects: duct leakage testing, refrigerant charge verification, cooling coil airflow testing, and fan efficacy testing. Required tests vary by scope of work and climate zone. ERE includes CF1R, CF2R, and CF3R form preparation and registration at no additional charge.
A typical residential field visit is 1–3 hours on site. We deliver pass / fail and the underlying numbers the same day. Multi-unit and complex jobs take longer. The signed CF3R is registered with CalCERTS or CHEERS within the same business day in most cases.
The CF1R is the Certificate of Compliance for Title 24 residential projects. It documents the energy features the building was designed and permitted to include, and is submitted with the permit application. Companion forms are the CF2R (installation) and CF3R (HERS / ECC field verification). ERE prepares and registers all three at no additional fee.
A BPI (Building Performance Institute) assessment evaluates a home's energy efficiency along with health and safety conditions. In California, a BPI assessment is the gateway to up to $6,500 in Energy Upgrade California rebates from your local utility. ERE has been doing these for over 10 years and works with a network of approved contractors who can complete the upgrades.
Most permitted alterations trigger Title 24 requirements. Window replacements, insulation, HVAC changes, water-heater swaps, and lighting upgrades all have prescriptive or performance obligations under the code. The specifics depend on scope and climate zone — call us with your plans and we'll tell you what's required.
